What means the error 96 when you are trying to send a sms with a modem GSM?

It can happen that the sending of a sms does not work and the error 96 is generated.
The error 96 is an answer from the SMS Service Center.
It happens when we enter the phone number with "079" or "078". To avoid this error we should use the phone number with "+41".
